Default Mysql Default charset

hi every one

i have installed ispconfig on Fedora Core 4 following "Perfect setup fedora"

every thing is working fine ....

my problme is .. when i install any php arabic program uses Mysql on my server all letters on any page shows like that "???? ???????"

i have tried to set the charset from php files but nothing

i want to set the default charset for Mysql to "UTF-8"

can any one help me plz ?
