what is the bare minimum to create

i think i've successfully configured my ispconfig, and i'm about to start hosting sites (about 2-3 of them - all administered by me)

which of the following do i absolutely need to create? and the sequence of creation?
"new reseller"
"new client"
"new site"
"hosting plan"
"new folder"

i get this error message:

You cannot assign shell access to this website.
You cannot assign Standard CGIs to this website.
You cannot assign MySQL databases to this website.

what could be the problem? was it something i didn't do correctly during installation?

i've created it under a reseller (which was not properly created)
i tried again, and it is ok now...
