Default Traffic / Bandwidth limitation questions

How can i limit traffic though my internet connection?

i have a connection wiht 15mb download, and 2mb upload.

If I have a server running with say 4 nic's, 1 inc, and 3 out (as i have up to 13 ip addresses, but only going to be needing to limit 3 of them), and limit them so that only say 1mb can go out, so that one of the other computers not running off that server can utilize a possibile full 2mb, but at least be able to get 1mb (or whatever is left of the 2mb once the other computers take the 1mb)?

is this possible? is there another easier/better way to do this? or is there a switch/gateway that will accomplish what i am looking to have done?

Basically, i want to get rid of my external server, and bring it in house... i know 2mbps is not a lot of upload to send to the person requesting the page, but i dont have a lot of use for my external server, and i have some appliaciton specific content that i can't just put on a server farm.

Any help would be great

Thanks!
