Default Splitting bandwidth

I have two dsl accounts, one with international bandwidth, and the other with just local bandwidth.
I am currently using Route Sentry and DDProxy on a Win2k3 machine to split international and local bandwidth and route it to the either the local or international account.

Is is possible to do something simmalar on an ubuntu box?

Yes it is possible using the iproute2 package which is installed by default on most linux distros.
