Default chmod failed

I'm having the same problem as in this post:

http://www.howtoforge.com/forums/showthread.php?p=88599

However, I had someone else set up my server, so I don't know a whole lot about it, some but not much. I need to know how/where to find the proftpd_ispconfig.conf file and how to change it.

More Info:
Setting up an FTP for a site I host and it keeps telling my chmod failed when trying to change permissions on FTP files folders that split up the FTP for different users. I need permission for the FTP admin to move files between folders. I get a permission not allowed - and when i change permission i get chmod failed.

Thanks for the help, it's greatly appreciated.

You can find files with the command: locate proftpd_ispconfig.conf
Then you'll find it in /etc.

What is the output of the command ls -la web ?

And where would I go to find those files? - Keep in mind - someone else set up my server and now I'm left dealing with the issues - THANKS so much for your help...
