Default quota format not supported by file system

I was folowing the "Perfect Setup Guide for SUSE 9.3" and hit a snag on the quota module. After installation per instructions and testing, I tried to start it and received the following output:

web1:/ # quotaon -avug
quotaon: using //aquota.group on /dev/hda3 [/]: No such process
quotaon: Quota format not supported in kernel.
quotaon: using //aquota.user on /dev/hda3 [/]: No such process
quotaon: Quota format not supported in kernel.

Anone have any input on this?
