Hello there! I'm new to ISPConfig and I've just got a few questions that I can't seem to find the answers to.

When you create a new user on a site do they get their own webspace or just an email account? If so, what would the URL be?

Can I disable FTP access for specific users if the site has FTP enabled? I want to create a site "example.com", a host "www", give one admin user FTP access to be able to upload to www.example.com and be able to create a few email users @example.com but without them having FTP access or a website.

No, this isn't possible in version 2 of ISPConfig. Either all users have FTP, or nobody.
