Default Loadbalence problem

I am trying to setup a load ballancing system like you detail in this tutorial

http://www.howtoforge.com/high_avail...che_cluster_p2

In the file ldirectord.cf it shows 2 commands
request="ldirector.html"
receive="Test Page"

I take this to mean that I create a file called ldirector.html on the web servers and put the string Test Page in that file. I have tried this several ways and it fails. I have proved connectivity to the web servers by both pinging and actually loading the web pages on the servers. Any ideas on whats wrong? I am doing for a senior class project and would love to solve this last problem. Thanks for your help.
