Default email sent before and after reboot

Is there a way to setup a script to email root before the server is rebooted and after a reboot takes place? I know a script can email the root for certain events, but what would you use to trigger this email before and after the server reboot?

I know this is a strange one but a client has requested this and I'm just not sure how to proceed...
