Default Migrating sites / missing characters

I am migrating some sites form a clients old server to my ISP Config by making tar files from the web root on the old server and extracting the tar files on the new server in the webX_client/web folder. Problem is many characters such as accents and apostrophies show up as square placeholders on my server. a perfect example of this is:

What am I doing wrong?
