Default Limit the size of email sent

Good Day

I am looking to limit the size of email sent by a particular user, or to a particular address.

We have a World Wide Staff email aliase, and when somebody send this to 200 users, at 2MB an email it becomes quite a large chunk of our bandwidth, so I want to limit the size of an email to a particular address to 200KB, is this possible??
