I also run into the same error message and what i did is:

1. make sure that it is pointing to the right shell
rm -f /bin/sh
ln -s /bin/bash /bin/sh

2. you need to install this files

sudo apt-get install libmysql++-dev libmysqlclient15-dev libmysql++2c2a

hope this helps...

If you want to install ISPConfig on Ubuntu 7.10, have a look at the installation guide for ISPConfig for Ubuntu 7.10, its all described there:

http://www.howtoforge.com/perfect_server_ubuntu7.10

It makes no difference if you install it on a desktop or server system, the nescessary pacakges and configurations are the same.
