Default vsfptd.conf.master changes? (passive mode)

Due to some problem with my vsftpd an passive mode, I added the following lines to my vsftpd.conf.master:

pasv_enable=YES
port_enable=YES
pasv_max_port=16250
pasv_min_port=16000
I don't know why passive mode did not correctly work before, but I was due to some firewall issues on the server.
So how about adding these to the general vsftpd.conf.master ?
Even if users do not need them, the should not cause any problems, because it just limits the pasv ports to a specific port region on that the firewall may be opened.
