Setting web server for Russian locale and Language Setting for ISPConfig

Hi, ok I have a russian client who uses russian in his websites, and I dont know how to set the apache2.conf for the encoding. Also, when I switch ISPConfig to russian it does not give Russian lettering? Is that just that i dont have the local on this computer? His server is Debian Etch, followed the perfect setup guide to the letter, and works perfect except the charachter encoding.
