I guess that the download manager starts multiple threads at once to download the file and apache logs for each thread the complete filesize and not only the part that has really been downloaded.

Have a look at vnStat in combination of vnStat PHP frontend. It's a nice way of getting the true (not only Apache) data that passed thru your nic(s)

vnStat nice to get the stats per nic. But ISPConfig has the problem that we need the traffic per website (namebased apache vhost) to split the traffic for the different customers. If you only have one IP address and one network card but 100 customers, vnStat cant tell you which customer has which amount of traffic.
