SSH Access for Reseller

I've been trying to allow a reseller access to the shell via SSH but can't seem to figure out where that is. I've check-marked that the reseller can allow shell access, activated the site as well as the user/email for shell access but when I attempt to login via SSH using the user/email account, it never connects. What am I missing?

Resellers are no linux users, so they can not access the system with SSH.

But if you enable shell access for a email user that is part of a reseller account, this user can connect with SSH if you have a SSH daemon installed.
