Question Microsoft Outlook doesn't receive all mail messages from server?

1) I use MS Outlook to receive mail from server (pop3) but not all of them transfered to my Outlook. I use IPStar ( Satellite in Thailand ), Windows XP, Outlook 2003, Fedora Core4. How can I do with this?

2) Can I change the character encoding to read Thai language (TIS-620) in UebiMiau! (Webbase e-mail)?

What's the exact error message? Anything related to this in your mail log under /var/log?

Default The strength message are as following:

Dec 2 15:06:39 server1 ipop3d[22191]: Mailbox vulnerable - directory /var/spool/mail must have 1777 protection

and

Dec 2 14:14:23 server1 postfix/anvil[20856]: statistics: max connection rate 1/60s for (smtp:203.156.75.24) at Dec 2 14:11:02
Dec 2 14:14:23 server1 postfix/anvil[20856]: statistics: max connection count 1 for (smtp:203.156.75.24) at Dec 2 14:11:02
Dec 2 14:14:23 server1 postfix/anvil[20856]: statistics: max cache size 1 at Dec 2 14:11:02


Would you explain me both error and solutions of them, Thanks a lots.

some said I have to use the command "chmod -R 777 /var/spool/mail", is this can help?

** the permission (/var/spool/mail) is set to -> drwxrwxr-x 2 root mail 4096 Dec 2 04:03 mail
