Default FTP user can access whole web folders

Hello,
I have a problem, when I connect to ftp like an user, and then I click on up button, I can see and access all the folders on the web!!! Where can I change this to access only web folder for admin of that web and user folder for user.
When I use webFTP interface in ISPConfig I can see right folders, but it shows nothing inside
