Angry cannot access ispconfig site

I've re-installed fedora and ispconfig and still unable to access the ispconfig site.
when i go to http://www.mysite.com:81 i get a pop-up box "connection refused"
i don't think ssl is actually started. so i tried to restart the ispconfig site.
here's what i get when i try to restart ispconfig

[root@server bin]# /etc/init.d/ispconfig_server restart
Shutting down ISPConfig system...
/root/ispconfig/httpd/bin/apachectl stop: httpd (no pid file) not running
ISPConfig system stopped!
Starting ISPConfig system...
Syntax error on line 205 of /root/ispconfig/httpd/conf/httpd.conf:
Cannot load /root/ispconfig/httpd/libexec/libphp5.so into server: /root/ispconfig/httpd/libexec/libphp5.so: cannot restore segment prot after reloc: Permission denied
/root/ispconfig/httpd/bin/apachectl startssl: httpd could not be started
ISPConfig system is now up and running!
[root@server bin]#

where exactly do i need to set permissions to get ssl to work????
