Check if ispconfig service is running
or just try
/etc/init.d/ipsconfig_server restart

But normally this service should be autostartet on boot.
Is there a symlink from /etc/rc3.d/S.... to the file above?

Also check if you find any errors in the log files in /root/ispconfig/httpd/logs.
