Unhappy Cloning a DNS server

I use ISPconfig to run a hosting company.

My setup is like this.

One main VPS, which is of high reliability and capacity to run Web, Mail, DNS, FTP etc.

One cheap low reliability VPS to host secondary DNS.

Now, I got an even cheaper VPS and I would like to switch to it.

I added the server like I added the previous secondary DNS. Set it as mirror of main server with turning on only DNS service.

Resynched DNS

But, it is not working.

dig -t A domain.com @<ip of new dns server>

It does not resolve.

What can I do? am I doing it right?

Take a look at the /var/log/sylog for bind / named errors.
