Web Client root directories

Hello!

One client on my server have directories in his /var/www/client2:

/bin
/cgi-bin
/dev
/etc
/home
/lib
/lib64
/log
/run
/ssl
/tmp
/usr
/var
/web

As I know it is normal if this client have ssh user. But this client do not have it. In his panel Max. number of Shell users is 0.
And there are no any Shell Users in Shell-User tab.

This client have only 2 cron jobs for his web shop.

It is normal that this user have this directory list?

P.S. As I know for not ssh user directories must be:
/cgi-bin
/log
/ssl
/tmp
/web
