Default "Make relative symlinks" option

What does the "Make relative symlinks" in the server config/web exactly mean? I'm not exactly sure even after checking sources... Is there any simple explanation of what exactly this option does?

The option creates relative symlinks for easy site access on the shell instead of absolute symlinks.
