Default Reseller: Create own packages?

I have installed IPSCOnfig3 on a test machine to play with it. I have figured out how to create hosting packages by creating client templates. I have also been able to create reseller accounts.

What I have not been able to figure out is a reseller creating their own hosting packages. It appears this is not possible, but I thought I would check here in case I am overlooking something?
