Is it possible to change the configuration permission (chmod 705) FCGI mode (PHP)

Why do you want to do that? A permission setting of 705 is insecure and not required to run websites or cms systems.

If a given mode is secure or not depends on the overall setup of the server. So you can not compare a setting of a ovh shared server which does not use ispconfig with a ispconfig server.
