I would like to enable

PermitRootLogin no

in sshd_config. But I still would like to be able to perform root tasks. How should I create a shell user?

Not really an ISPConfig question.. But what I normally do is deny all password logins, and only allow ssh keys for connections.. However, thats not really answering your question..

Basically you will user add your regular user, and then 'su' to root once your logged in. Furthermore, you can also add the specific user you user add to the sudoers list.
