Default NTP master server for network

I need to put together a linux based Secure NTP master time server for routers, servers, and phones to get their time from, which needs to authenticate against a master time server on the internet.

Nothing fancy, but it needs to be able to support authentication from routers and servers. A simple howto would be nice, thanks.
