I upgraded from Lucid to Meerkat and in (and after) the upgrade I got "creating/updating amavis user account" and dpkg completely locked up my terminal.
By logging in to a new terminal I could remove the /var/lib/dpkg/lock and get dpkg running again but after "dpkg --configure -a" the error repeats.
I looked around the web but I could not find a real solution.
I solved it myself by disabling all antispam/virus checking following the instructions here: http://www.faqforge.com/linux/contro...n-ispconfig-3/ and then removing all amavis traces by hand.
After that I could re-install amavisd-new.
