Default ubuntu server, how do i place download limits

I am a novice at linux.... I am setting up a home server utilising Ubuntu 10.04. There will be multiple users on this server, one of whom hogs download time (of which the plan we use has a 25gb limit) on on line games, how do i limit the amount of data any one user can download?
