To install xen-tools, just run
Code:
aptitude install xen-tools
Please note that you can't manage Xen VMs from within ISPConfig.

Default why not OpenVz

The Monitor of ISPConfig3 can handle OpenVz. I am using OpenVz at my server and it works fine

No, Xen is not supported. We are working on integrating OpenVZ.
