Default Why open mysql to outside connections

Hello,

I am following this guide http://www.howtoforge.com/perfect-se...ispconfig-3-p4

I am wondering why I need to comment bind=127.0.0.1 ... I dont know why I would want remote connections to my mysql server.

Mayn users are usng external development tools and backup tools to connect to mysql. If you dont use such software, you dont have to comment out that line.
