regards to design a web application!

hi does anyone know how to design a web application in php for the purpose to keep track of a server(ubuntu) if the memory is running low, it will send a notice to the web application. the admin upon logon will be able to see the results of the memory if its normal, alert or warning. mysql is involve. will be using snmp(simple network management protocol) to trap and poll to mysql and mysql is link to the web application. please guide me of how to about it to design the interface of the web.. much appreciate.
