Default Proper FTP permissions

So what are the proper owner/group permissions to use for my FTP users? They need to be able to have FTP access, but the sites themselves that run Wordpress and other CMS's cannot make changes to the files. So this is a major inconvenience for my users. I still have not figured out the proper way to setup these sites so that they play nicely together.

This is no FTP issue. You run the cms systems with wrong PHP settings. If a cms shall be able to edite local files, you have to run it as suphp or php-fcgi + suexec.
