Default /var/mail/root accumulates with forwarded messages

Running ispconfig 2.2.32 on CentOS 4.7 on several systems. On one only it seems that /var/mail/root accumulates with copies of messages that hit user mailboxes that have forwarding configured. The file grows until it is too large to be further written to at which point messages to users that have configured forwarding start bouncing with NDRs like this:

Which messages appear in the mail log when a email gets redirected to root?

not sure how that matters -- I haven't tried forwarding any user email addresses to root... have no need to do that and haven't done that

point is that I have a user user@domain.com who has a forwarding address configured with a copy of all his mail also going to user2@domain.com, watching the logs and examining /var/mail/root it is evident that root is getting a copy of all his mail, the file /var/mail/root endlessly grows with this traffic until it is too large too be written to at which point the forwarding fails and the NDRs start happening

odd as I have forwarding on other systems where this is not happening, the system is configured for maildir in case that matters
