Default ISPConfig not creating user database

I created a user account. They are trying to setup their database and add it correctly and shows up in MySQL but unable to connect to it. I went into phpmyadmin as root and saw that the only database in there is the root user and the ispconfig database.

Is there a setting or somewhere where I tell ISPConfig what my root settings are for my MySQL server or how to set this up?
