Upgrade 2.2.23 to 2.2.25

can I upgrade from ISPConfig-2.2.23 to ISPConfig-2.2.25 and can skip the 24 release?

Yes that is possible without any problem!
2.2.x to the latest 2.2.25 is always possible. Don't mix up 2.2.x with 2.3.x, because the database structure is too different.

But a 2.3 Branch I've never seen..

ISPConfig 2.3.x belongs to the developement branch and is ment for testing not for a production environment.
