Default Quota Package clarification

Hi .

I just follow the "The Perfect Setup - SUSE 9.3" to set up machine in order to configure the ISPConfig pabel.

Since i am new to the linux o/s , could u please tell me the why we use the "Quota Package" and can u please describe what this means ? (usrquota,grpquota and 1 1 )

dev/sda2 / reiserfs acl,user_xattr,usrquota,grpquota 1 1
/dev/sda1 swap swap pri=42 0 0
