Question HowTo Limit Squid Bandwidth?

Theese days someone inside my lan is downloading/viewing/listening something online that takes all bandwidth.
Connection is shared using squid 2.5 stable 9 on a debian sarge box.
Is there some way to limit bandwidth usage?
