Default Question regarding setup of Quota

I have a VM with Ubuntu 6.06 LTS up and running, following the Perfect Setup here. During that setup, on this page I installed and configured Quota as described.

When following the installation guide for ISPConfig here, after having set up ISPConfig, I am told to configure Quota again.

Am I correct in assuming that the configuration I made in the Perfect Setup made Quota work on all of sda1? Why would I have to do this again for a single folder on that same "drive"?
Am I misunderstanding something?
Help and an explanation would be very much welcome.

You don't have to do this is you've already set up quota.

You know, after re-reading that part of the installation instructions, I feel a little stupid right now. .
