Default large file upload

What is the proper way to set custom php.ini settings for uploads, max execution, max input size also max memory to be used by a script.
I need to upload large video file on a server runing ispconfig 3.0.4.6 and every time i try to upload a file larger than the default 8Mb my server becomes unresponsive for like 7 -10 minutes which may happen because the pc its an 3.4 Ghz singlecore with 1.5 Gb ram.
Can you enlight me how to the php ini settings and also if my hardware would support uploads of 300Mb per file.

You might have to adjust post_max_size and upload_max_filesize.

Can post what exactly what should i put into custom php.ini filed in ipsconfig, for example if I need to upload files 300Mb or larger. Also should i consider increasing script execution time if my hardware is slow. Also if I only have 1.5 Gb ram can post how to set the max memory to be used by a script. Thk you.

post_max_size = 400M
upload_max_filesize = 400M
memory_limit should be bigger; you should think about buying more RAM.
