Not sure about RH9 but I managed to get it working on CentOS 4.1 with help from this post:

I have not fully tested but it seems to be running okay.

RedHat 9 is supported (look here: http://www.ispconfig.org/manual_installation.htm ).
CentOS 4 will be supported starting with the next ISPConfig release (2.0.9).
