Default Client Access tab Backup/Options

Is it possible when you are logged on as a client access
to Backup and Options tab.

No. The backup tab is available for the admin only.

No, as it contains functions which can be used to override the permissions of the client. You can easily find out if a function is enabled for clients if you login as client.
