problem on home directory of a user

guys,
As per administrator mannual 2.2.9, each user of a site can create their own page and see their page using the URL http://www.domain.tld/users/[user]and if no page has been created, it should display the default index page of his web directory.
I can login FTP of non administrator user, there is index (default, which i have created from ISPConfig->management) page on his "web" directory too. but the problem is when I try to visit the URL
http://www.domain.tld/users/[user], the following error occors
-----404 Error - File not found!-------
I can't understand, what is this....please suggest me.....
