I am attempting to find a way to allow scp access (via winSCP - Windows Client) but not allow SSH access for the same user.

but it doesn't work as I expected. Instead it seems to completely block the user - even after I've allowed all methods of connecting. The FAQ of this says the author does not support WinSCP. He also notes that the newer versions should be able to be used - but I have the most recent version of winSCP I can find (4) and it still doesn't work.
So, my question is - how can I allow scp access for a user (or group of users), but prevent those same users the ability to log in via SSH. The initial intended user is using Windows - and the WinSCP client.
Has anyone does this, and if so could you point me in the right direction?

Edit: Clarifications - I have attempted to use the rssh shell above and I am unable to connect via WinSCP or via a commandline scp call from another linux system.
This is on CentOS 5.2.
