That's right. Another problem is: what if someone from China finds the answer to his problem in a German forum, but he doesn't understand German? If all answers are in English, then there's no such problem because most people dealing with computers understand English.
The third point is: two forums with 100 users each are far less attractive than one bigger forum with 200 users...
