Then ispconfig is not sinastalled properly. It will not work if you added them manually as other settings are missing too. Please reinstall ispconfig. The steps are:
1) Download ispconfig tar.gz and unpack it.
2) Run the uninstall-fedora.php script which is in the install subfolder.
3) reinstall ispconfig by running the install.php script.
Before you reinstall, you should check that the server is installed as described in the perfects etup guide for ISPConfig 3 and Centos 5.6 and that you run the uninstal and install script as root user.
