All ISPConfig files are utf8 encoded.The german language file contains special characters like umlauts and these files have been created with the builtin language editor from ispconfig, so this should normally work. I just tested it on my debian server with ispconfoig and editing works flawlessly in google chrome and firefox. Editing with vi works fine as well.

Maybe your server has no utf8 locales installed or you use a different ispconfig version, the version that is required for the billing module is
