Default Quota Exceeded errors

When I try to upload a file ( FTP ) to website I receive error quota exceed, but my quota settings for that site is -1 for disk and bandwidth.

I checked the error.log and there is

[Wed Jan 19 00:38:33 2011] [warn] mod_fcgid: stderr: PHP Warning: require(): open_basedir restriction in effect. File() is not within the allowed path(s): (/srv/www/clients/client1/web1/web:/srv/www/clients/client1/web1/tmp:/var/www/ in /srv/www/clients/client1/web1/web/wp-settings.php on line 106
open_basedir is commented in my php.ini files
; open_basedir, if set, limits all file operations to the defined directory
; and below. This directive makes most sense if used in a per-directory
; or per-virtualhost web server configuration file. This directive is
; *NOT* affected by whether Safe Mode is turned On or Off.
;open_basedir =
I would point out that there is no path
My directory structure is

SUSE 11.3 (perfect install)
