Default Quota Exceeded errors

When I try to upload a file ( FTP ) to website I receive error quota exceed, but my quota settings for that site is -1 for disk and bandwidth.

I checked the error.log and there is

open_basedir is commented in my php.ini files

I would point out that there is no path
