Default FAST-CGI / suPHP

I only use FAST-CGI if suPHP does not do the job.
By default suPHP works for normal sites quite well consuming only little memory while FAST-CGI seems to be only needed for heavier sites. FAST-CGI uses the server recources much more than suPHP.

PS. When did you last do apt-get dist-upgrade ?
web8 seems to spawn a lot of threads. Are they 'leaking'? Hows the phpMyAdmin patched? You could just try to adjust the apache2 config file to alter the phpmyadmin folder to something else and see if that fixes anything.
