I guess you need to add something like this to your /etc/apache2/conf.d/mod_fcgid.conf:

    AddHandler fcgid-script .cgi
    FCGIWrapper /srv/www/cgi-bin/php5 .cgi
    Options +ExecCGI
</FilesMatch>
